Are there any conditions under which a minor child can live with a registered sex offender in South Carolina?

I found a man's name and picture online and he's a registered sex offender, but I know him and his very young grandchildren live with him.

He claims that the charges are false, and he and his family are unwilling to talk about it, so I don't feel like I can ask them for details. I wondered if there are any conditions that would allow him to live with them.

Is there any way I could find out discreetly or do I just need to report it and let child protective services sort it out?
